Principal: California has a tiptop-two primary system, in which the top 2 vote-getters, regardless of political party, go on to the general election.

Voter registration: Voters had to register to vote in the primary by May 21. For the general election, the voter registration deadline was October 22.[1]

Nearly $54 million was spent by Super PACs and independent organizations, the almost of any country.[2]

According to the New York Times race ratings in October 2012, 12 of the 53 districts were considered to be in play. Those were the third, 7th, 9th, tenth, 16th, 21st, 24th, 26th, 36th, 41st, 47th and 52nd districts.[3]

The Center for Voting and Democracy (Fairvote) projected that Democrats would win 33 districts while Republicans would win 13 seats. It did not make a projection for the remaining 7 districts.[4]

Primary competitiveness

Run into also: National contested primary average during the 2012 U.S. congressional elections

California had the 9th nigh competitive congressional primaries in 2012, with 84.91% of major party primaries having been contested (45 out of 53). The national average was 54.31%.

Forty-six U.S. Business firm incumbents ran for re-election in California in 2012. Of those 46, 37 (lxxx.43%) faced a primary challenger. Nationwide, 200 out of the 386 incumbents seeking re-ballot faced a primary challenger (51.81%).

Blanket primary

This was the first election year in which California's Tiptop Two Candidates Open up Master Act was in upshot. Because of this, all candidates for a seat competed in one blanket primary. The two candidates who received the about votes then advanced to the general election on November six.

The suggestion'south intent was to encourage primary competition, which backers of the act said would atomic number 82 to more moderate legislators being elected. Despite this intention, but a few centrists successfully advanced to the general election. The main results did reflect an increase in contest, with California's percentage of contested primaries being much higher than the nationwide boilerplate.[5]

However, the increase in contest too led to an increment in campaign spending, due to the fact that competition within political parties lasted for the entire year rather than ending after the primary. Experts predict that this will but increment the power of the special involvement groups that fund the campaigns.[5]

Raphael J. Sonenshein, executive managing director of the Edmund G. "Pat" Brown Plant of Public Affairs at Cal State L.A., said the post-obit, "It's difficult to argue information technology's a better system where the incumbent congressman has a huge war chest and nobody else has whatever money... At to the lowest degree now we can make him spend it."[5]

Equally a result of the coating primary, 9 of California's 53 congressional districts had same-party candidates contesting in the November 6 general ballot. Of those, 7 were betwixt Democrats.[6]

There were as well xix same-political party races in the state legislature in November.[half-dozen] Of the total 28 same-party contests, a study by the Public Policy Institute of California rated merely twelve as actually competitive. Pocket-size party candidates, meanwhile, were only able to make it to the general election in iii races.[7]

This was also the beginning election after districts were redrawn past an independent commission, rather than partisan legislators, making some districts more competitive between Democrats and Republicans.[viii]

"What we've noticed is candidates in California playing to a wider ideological audience as a result of the top-two main, instead of tailoring their message to a very narrow base of operations," said David Wasserman of the Cook Political Report.[8]

Race groundwork

The Washington Mail listed the House of Representatives elections in California in 2012 equally one of the 10 states that could determine whether would Democrats retake the Business firm or Republicans would concur their bulk in 2013.[96] California ranked 2d on the listing.[96]
